Annabelle Boyd, President and Founder
Annabelle Boyd founded BCG in 1993. A public transportation veteran, Annabelle provides project leadership for numerous Federal Transit Administration (FTA) initiatives, dating back to 1991. She has been instrumental in facilitating the safety, security and emergency preparedness and risk management systems of U.S. public transportation since the early ’90s. Annabelle holds an M.A. in Public Policy from Brown University and a B.S. in Economics and Political Science from the Massachusetts Institute of Technology. She has conducted hundreds of technical safety and security compliance assessments since the firm’s founding. As the co-author of over 50 technical assistance guidelines and outreach materials for FTA’s SSO Program, she truly leads by example. Annabelle’s industry expertise has led to re-development and increased safety for many of the public transit systems across America.
Jim Caton, Vice President
Jim Caton, an original member of the BCG team, brings innovative leadership and over a decade of industry experience. As vice president of BCG, Jim oversees all business management and operations within the firm and with our clients. He has over 13 years of expertise in the management of safety and security programs for the Federal Transit Administration (FTA). Jim has also supported the State Safety Oversight (SSO) Program since 1997, and has been the SSO Task Manager since 1999. He has led efforts to both develop and manage FTA’s Bus Safety and Security Program for the past seven years. Jim brings a practical and intuitive approach that is centered around bringing value to our clients.
Michael Taborn, Senior Consultant
Mike Taborn brings over three decades of experience in executive leadership and public transportation safety and security to the BCG team. Prior to joining BCG in April 2013, he was the Acting Chief Safety Officer and Chief of Police of the Metro Transit Police Department at the Washington Metropolitan Area Transit Authority (WMATA). He spent 33 years in various law enforcement roles for WMATA, rising from Police Officer to Captain and ultimately to Chief of Police in March of 2008. As Chief of Police, Mike successfully assisted in the development of WMATA’s Office of Emergency Management Program. For the Federal Transit Administration (FTA), he held the position of Director of the Office of Safety & Security. He graduated from the FBI National Academy in 1986, earned his B.S. in Criminal Justice from the University of Maryland-University College in 1997, and earned his M.S. in Management from Johns Hopkins University in 1999. Mike supports BCG in its transportation safety and security projects with the Federal Government and leads BCG’s Executive Management training endeavors.
Andrew Lofton, Senior Consultant
Andy Lofton brings a wide-range of analytic and data management expertise to BCG. Since joining the BCG team in 2002, he has served in critical roles supporting the Federal Transit Administration (FTA) Office of Safety and Security. Andy currently serves as Project Manager for the NTD validation services contract. Andy has served as Lead Auditor for the SSO Audit Program and has also supported many initiatives for FTA, including the revision of 49 CFR Part 659, the Transit Bus Safety and Security Program, the Drug and Alcohol Program, the Track Worker Safety Program, and countless safety and service data analyses.  Before coming to BCG, Andy worked for EG&G Technical Services where he worked onsite with Navy personnel to support the Small Business Innovative Research Program (SBIR).  He holds a B.A. in Economics from the University of Virginia.
Ream Lazaro, Senior Consultant
Ream Lazaro specializes in urban, small urban, rural, and community transportation. With three and a half decades of transit experience, he brings an invaluable level of industry expertise to the BCG team. He was a Sergeant in the U.S. Army and went to college on the GI bill in Colorado, matriculating in both B.A. and M.A. programs. Before landing at BCG in 2006, Ream managed human resource development for three major urban transit systems for nearly fifteen years. After that, as an independent transit consultant he worked for the National Rural Transit Assistance Program (NRTAP), the National Transit Institute (NTI), and was a partner in the firm of Lazaro & Noel. For approximately 20 years, Ream has supported the Community Transportation Association of America (CTAA) as a transit operations, safety, and security trainer and received that organization’s 2007 Founder’s Award for his lifetime of work in community transportation. At BCG, Ream serves as an industry specialist and technical lead for the FTA Transit Bus Safety and Security Program, one of BCG’s flagship projects, and assists with other BCG initiatives.
William Hultsch, Senior Consultant
Bill Hultsch serves as the lead compliance auditor for the State Safety Oversight (SSO) Audit Program. He developed FTA’s Audit Findings Tracking Matrices, which integrate communication between FTA and state oversight agencies. Prior to BCG, he spent 40 years working in the public transportation industry, consulting for FTA’s Project Management Oversight (PMO) Program as well as serving as the technical lead for several New Starts projects across the country. Bill also worked for the Southeastern Pennsylvania Transportation Authority (SEPTA) for 20 years, rising through the ranks from an electrical equipment repairman to Maintenance Superintendent. His unique firsthand experience in the field provides leadership and knowledge to the transportation industry. Bill holds a B.A. in Business Administration from the University of Pennsylvania and an M.B.A. in Production and Operations Management from Drexel University.
Dain Pankratz, Senior Consultant
Dain Pankratz brings over 10 years of professional engineering experience to the firm. He has over four years of direct public transit experience serving in oversight roles as well as the project owner. Dain is experienced in all project phases, from environmental planning to revenue operations and beyond. He specializes in safety and security certification and management process, hazard management, environmental study, planning, various design elements such as highway-rail grade crossing, mechanical electrical plumbing (MEP), testing and start-up activities. Dain is a registered professional engineer and received his B.S. in Mechanical Engineering from California State Polytechnic University in Pomona. Dain welcomes new challenges and enjoys partnering with clients and their stakeholders to assure project success.
Randall Allen, Senior Consultant
Randy Allen brings 41 years of civil and mechanical construction experience to the firm. Before BCG, he spent 33 years in heavy rail transit construction at the Washington Metropolitan Area Transit Authority (WMATA) where he had the unique experience of being involved in all phases of Project Procurement: Contract Development, Construction Management and Contract Closeout. He also served an enlistment with the United States Marine Corps, which led him to WMATA’s Transit Construction Project in 1977. Randy most recently supported WMATA as the Project Manager of the $270 million dollar contract for the Largo Route Extension.
Matt Scifo, Senior Developer
Matt Scifo heads all development and programming efforts at BCG. Matt brings a wealth of experience to the team and provides leadership for our applications, web tools and website development. As one of BCG’s Senior Developers, Matt is bringing data visualization and analysis tools to production to help meet the needs of open government data initiatives. Prior to joining BCG, Matt worked on bringing web 2.0 products to bear in the health and telecommunications industries. Matt has proven skills in all areas of web and software development user interface design and implementation, and is well versed in most programming languages.
Ben Burkhart, Senior Developer
Ben Burkhart works as a Senior Developer for BCG, creating both front-end and back-end code to ensure the best user-experience possible. Prior to joining BCG, Ben was a lead developer for a Beverly Hills marketing company.
Justin Sundquist, Senior Developer
Justin Sundquist is a senior developer for BCG, developing websites for the company’s clients. Prior to working at BCG, Justin worked as a lead developer for an e-commerce company in the health industry.
Steve Preston, Senior Developer
Steve Preston serves as a senior developer for BCG, creating web-based solutions for clients. Prior to joining BCG, Steve worked as the Interactive Director for an advertising agency.
Ben Hendel-Doying, Junior Programmer
Ben Hendel-Doying is a junior web developer at BCG. He has been designing and running browser-based games for over 7 years, and enjoys taking inspiration from disparate sources to create unique user experiences.
Trevor Pierce, Designer
Trevor Pierce joined BCG in July of 2012 as a web Designer. Trevor brings 10 years of design knowledge, including print production, identity systems, user interface, and user experience design. Prior to joining BCG, Trevor worked in the finance industry, designing data-centric applications for personal investing.
Todd Schrecongost, Quality Assurance Technician
Todd Schrecongost joined BCG in 2012 and serves as BCG’s Quality Assurance Technician. He has over ten years of experience providing data quality assurance/control for major legal and financial information companies. He provides BCG with in-house auditing and control over data sets, analysis and products. Todd holds a B.S. in Commerce from the University of Virginia.
Anne Singleton, Senior Analyst
Since joining BCG in 2002, Anne Singleton has been involved with several Federal Transit Administration (FTA) initiatives such as the State Safety Oversight (SSO) Program and the Transit Bus Safety & Security Program in a variety of analytical, developmental, and supportive roles. Currently, Anne serves as a Senior Safety and Security Analyst for the FTA’s National Transit Database (NTD) Program. In her time with BCG, Anne has also supported projects for the Federal Highway Administration (FHWA), Federal Motor Carrier Safety Administration (FMCSA), and the Transportation Research Board (TRB). Prior to Anne’s work with BCG, she was a software instructor and database developer.
Matt Oliver, Senior Analyst
Matt Oliver brings 4 years of analytical and validation expertise to the BCG team. As an analyst for the National Transit Database (NTD) Program, he has been influential in the validation process of over 105 different transit agencies, developing Annual Reporting Manuals, and facilitating training presentations for the National Transit Institute. Matt also provides support for FTA’s Transit Bus Safety and Security Program, by creating presentations and assisting in Transit Bus Safety and Security seminars. He holds M.A. and B.A. degrees from the University of Virginia.
Valerie Lazaro, Analyst
Valerie Lazaro has worked in transit safety and security for the past eleven years. For over six years, Valerie has integrated her experience in the industry to support BCG on the Federal Transit Administration (FTA) Transit Bus Safety and Security Program. In this role, she assisted with the development of voluntary guidelines and creation of a website resource library to house safety, security, and emergency preparedness materials. Valerie also served two years as an analyst for the National Transit Database (NTD) program, analyzing major incident reports and playing an instrumental role in developing Safety and Security Report training presentations and Safety and Security Reporting Manuals. Valerie is currently the content manager of the FTA Bus Program website events and news features and the resource library.
Erik Larson, Consultant
Erik Larson brings over a decade of experience in fixed route and paratransit operations, management, safety, and security to BCG. A 2004 graduate of the University of Virginia, Erik served as a bus operator and trainer for University Transit Service before spending 5 years at JAUNT as its Safety and Training Manager. Erik earned his Certified Community Transportation Manager (CCTM) certificate from CTAA while at JAUNT and is a certified PASS Trainer. For 7 years, Erik has also been a first responder in the Charlottesville community as a Fire Marshal with UVA and a volunteer firefighter and EMT with Albemarle County Fire Rescue. Erik joined BCG in 2013 to support the Bus Safety and Security Program.
Christopher McCharen, Analyst
Since joining BCG in 2010, Kip has supported analysis projects with BCG ranging from production of monthly National Transit Database (NTD) ridership and safety statistics reports to the maintenance of the State Safety Oversight (SSO) audit database. Kip’s experience and interest in efficient and dynamic database and tool development have led to the creation of automated analysis tools for many BCG solutions. Kip holds a B.S. in Economics and a B.A. in International Affairs from James Madison University.
Kyle Fritz, Analyst
Kyle joined the BCG team in 2011 after graduating from Clarkson University in Potsdam, New York. Kyle brings a passion for quality and excellence to BCG’s validation efforts. Currently Kyle serves on BCG’s validation team supporting FTA’s National Transit Database Program.
Daniel Barns, Junior Analyst
Dan Barns graduated from Clarkson University in Potsdam, NY, earning a B.S. degree in Global Supply Chain Management. After graduating in 2012, Dan worked in the Operations Department at the Vernon Downs Casino and Hotel. Dan joined the BCG team in October of 2012 as an Urban Validation Analyst supporting the National Transit Database.
Matthew Bonzek, Junior Analyst
After graduating from the University of North Carolina with an M.S. in Mathematics, Matt Bonzek spent three years teaching high school math. Matt left the teaching world and joined BCG in October 2012 as an Urban Validation Analyst supporting the National Transit Database.
Joseph Eldredge, Junior Analyst
Joe Eldredge joined BCG in November 2012 after graduating from the University of Virginia. While at UVA, Joe worked as an operator/trainer for the University Transit Service while earning a B.S. in Systems Engineering and Psychology. He currently works as a validation analyst in the rural National Transit Database module.
Andrew Harbin, Junior Analyst
Andrew Harbin joined the BCG team in October of 2012 as an Urban Validation Analyst supporting the National Transit Database. Andrew attended the University of Virginia and earned a B.A. in Psychology with a concentration on research and data methodology.
Cristina Kluba, Junior Analyst
Cristina Kluba joined BCG in October 2012 as an Urban Validation Analyst supporting the National Transit Database. Cristina attended McDaniel College in Westminster, MD and earned her B.A. degree in Accounting Economics and Business Administration.
Loucas Lamkin, Junior Analyst
Loucas Lamkin currently serves as a validation analyst supporting the National Transit Database’s Rural Module. Loucas’s past experience includes working as a transit operator and supervisor for the University Transit Service at the University of Virginia. He holds a B.A. in American Government from the University of Virginia.
Brendan Oudekerk, Junior Analyst
Brendan Oudekerk joined BCG’s validation team in 2013 working as an analyst on the FTA’s National Transportation Database project. Brendan graduated from the University of Mary Washington with a B.S. in Economics and Political Science. Before Brendan joined BCG, he proposed legislation amending Virginia’s transportation policies through the Sorensen Institute for Political Leaders and worked on a campaign in Florida in the 2012 election cycle.
T.C. Stevens, Junior Analyst
T.C. Stevens joined the BCG team in October of 2012 as an Urban Validation Analyst supporting the National Transit Database. T.C. holds a B.S. in Physics from Hampden-Sydney College.
Michael Vitale, Junior Analyst
Mike Vitale joined the BCG team in 2012 in support of the Bus Safety and Security Program. He earned his B.S. in Mechanical Engineering from the University of Virginia. Prior to joining BCG, Mike worked as an operator and student supervisor at the University Transit Service at the University of Virginia.
Rachael Wenger, Junior Analyst
Rachael Wenger joined BCG in 2012 to support Safety and Security analysis for the National Transit Database. She earned a B.S. in Biology from James Madison University. After graduating college, Rachael worked in an animal behavior research laboratory, in an Andrology laboratory, and in a biochemical testing laboratory.
Judy Sanner-Chase, Director of Finance
Judy Sanner-Chase has served as BCG’s Director of Finance since 2005. She has many years of experience in managing financial operations, bookkeeping, billing and payroll distribution. Judy’s strong capabilities help her organize and process financial relationships with customers, banking institutions and auditors.  She oversees much of the logistical components that are critical to the firm running smoothly.
Suzi Pendleton, Assistant Bookkeeper
Suzi Pendleton graduated from the University of Virginia, earning a B.S. degree in Commerce. After graduation, she worked as a Staff Accountant for the University of Virginia Hospital and then as a Cost Accountant for General Electric Co. She later set up her own business and provided bookkeeping services to small businesses in the Charlottesville area. She joined the BCG team in February 2013 and supports the Director of Finance in managing the financial operations of the company.
Joshua McCrowell, Copywriter/Editor
Josh McCrowell joined BCG in 2013. Based in the Shenandoah Valley, Josh keeps the website up-to-date and provides editing support to ensure that the company’s documentation is clean and consistent. After graduating from Lynchburg College in 2007, Josh worked in a small variety of content creation, game design, and editing roles.
Melissa Woodruff, Contracts Specialist
Before joining the company in 2012, Melissa Woodruff practiced corporate law at McGuireWoods in Charlottesville, VA and Bingham McCutchen in Washington, DC, and also owned her own pet-sitting business. She earned a J.D. from the University of Virginia School of Law and a B.S. in Commerce from the University of Virginia. She supports BCG in various administrative functions, including management of invoicing, contracts, website content and the Charlottesville office.
